The July Charter is to be signed soon. The National Consensus Commission of the interim government has already sent the final draft of the July National Charter to the political parties. While there are several points of agreement, there are also some points of disagreement.
What do the political parties agree on?
1. All 30 political parties have reached a consensus on the proposal that a person can serve a maximum of 10 years as the Prime Minister.
2. 31 political parties and alliances, including BNP-Jamaat, have reached a consensus in favor of nominating the Deputy Speaker from the opposition party.
3. 30 political parties, including BNP-Jamaat, NCP, have expressed their opinion in favor of voting against the party in the National Assembly except for the money bill and the vote of confidence.
4. Although BNP has some differences of opinion, 29 political parties and alliances have reached a consensus in favor of decentralization in the Supreme Court.
5. 29 political parties and alliances, including BNP-Jamaat, have also reached a consensus on the presidential election method.
6. Although 9 political parties have submitted notes of dissent, 30 political parties and alliances have agreed to change the provisions of the constitution on the powers and responsibilities of the president.
7. On the other hand, 30 political parties and alliances, including BNP-Jamaat, have agreed in favor of a caretaker government system.
8. The charter also states that all political parties and alliances, including BNP-Jamaat-NCP, have agreed to gradually increase the representation of women in the National Parliament to 100.
What are the differences of opinion of the political parties?
The July National Charter was prepared with 84 reform proposals from six reform commissions. Some parties have differences of opinion on some of these proposals.
1. Of these, 29 political parties agreed on the abolition and suspension of the constitution, but three parties, including Gono Forum and Bangladesh JSD, have expressed their disagreement.
2. However, although 25 political parties have reached a consensus in favor of a provision that the Prime Minister cannot hold multiple positions such as party chief or parliament speaker, 5 political parties and alliances, including BNP, have disagreed on this.
3. There is still disagreement over the formation of the upper house through the proportional representation (PR) system in parliament. While 23 political parties and alliances, including Jamaat-NCP, have agreed in favor of PR in the upper house, 7 political parties and alliances, including BNP, have disagreed on this.
